Barking dogs outside 24/7 in Eagleville

Has anyone in the Church Rd./Circle Drive area in Eagleville noticed the constant barking of dogs outside all day every day at the house on Church?  Our neighbor approached us about this issue to see if we had been hearing them as well.  Our neighbor has a baby that constantly gets woken up by them.  The sound is just an annoyance in our home but I am also concerned for the welfare of these dogs!  D
