The study rankings were on rate of homicides, not overall total. Nebraska was ranked No. 1, but had only 30 black homicides in 2011. However, the rate per 100,000 people was 34.43 because the state’s population is low.

Pennsylvania, at No. 4, had 419 black homicides, a rate per 100,000 of 29.02.
